Federal Initiatives Adult Education

The U. S. Department of Education, Office of Career, Technical, and Adult Education (OCTAE), Division of Adult Education and Literacy funds initiatives to advance adult education and to improve teacher quality. These initiatives help adults acquire the basic skills necessary to function in today’s society – skills that allow them to complete secondary school, engage fully in family life, attain citizenship, and participate in job training and retraining programs. OCTAE's Adult Education and Literacy initiatives include:

  • Adult Numeracy Initiative (ANI):  /publications/pdf/LINCS_ANI_flyer.pdf
    The Adult Numeracy Instruction Professional Development (ANI-PD) training is an evidence-based program that increases math content knowledge, math content standards use, and instructional skills among teachers working with adult basic education, pre-GED, and GED students.
  • Adult Career Pathways Training and Support Center (ACP-SC): /programs/acp;
    ACP-SC provides access to resources for adult education practitioners interested in developing, designing, and enhancing career pathways systems.
  • Building Opportunities through Integrated English Literacy and Civics Education: /programs/buildingopportunities
    The Building Opportunities through Integrated English Literacy and Civics Education (Building Opportunities) project supports states and providers in implementing new program requirements under the Workforce Innovation and Opportunity Act (WIOA), Section 243, Integrated English Literacy and Civics Education (IELCE).
  • Center for the Study of Adult Literacy (CSAL): http://csal.gsu.edu/content/homepage 
    Funded by IES, the Center for the Study of Adult Literacy (CSAL) has two major goals: to research the underlying processes that help or hinder the reading development of adults who struggle with reading and to develop and evaluate a reading curriculum to address their needs.

    Digital Literacy resources for students, teachers and programs that can help to enable adult learners succeed.
  • Implementing College and Career Readiness (CCR) Standards in Adult Education: /programs/ccr
    These professional development (PD) materials are designed to assist you in implementing CCR standards in your programs and states. Each ready-to-use PD unit includes a facilitator guide, an annotated PowerPoint presentation, and the remaining workshop materials. Use these resources to provide professional development and training activities, or to help plan and deliver CCR lessons.
  • English Language Learner University (ELL-U): /programs/ell-u
    English Language Learner University (ELL-U) is an online professional development network that gives teachers of adult English language learners opportunities to engage in evidence-based learning activities that maximize student outcomes.
  • EL-Civics: Online http://www.elcivicsonline.org/
    EL/Civics Online is a four-part series of online courses designed to prepare ESL practitioners to integrate U.S. History, U.S. Government, Civic Engagement, and the Naturalization Process into adult ESL classes.
  • ESL Pro: /programs/eslpro/
    The LINCS ESL Pro initiative provides collaborative, evidence-based, and technology-enhanced professional development opportunities, such as online courses and instructional resources, to help improve the knowledge, skills and abilities of teachers working with adult English Language Learners.
  • Learning to Achieve: /programs/learningtoachieve/
    The Learning to Achieve (L2A) program helps teachers of adults with learning disabilities increase their effectiveness through research-based resources, professional development materials, and a train-the-trainer model.
  • Moving Pathways Forward: /programs/movingpathways
    Moving Pathways Forward: Supporting Career Pathways Integration assists states in advancing career pathways systems to transition low-skilled adults to postsecondary education and employment.
  • National Reporting System: http://www.nrsweb.org/
    The National Reporting System for Adult Education (NRS) is an outcome-based reporting system for the state-administered, federally funded adult education programs. 
  • Power In Numbers: /power-in-numbers
    Power in Numbers will curate math open educational resources (OER) to be used by instructors to help adult learners receive the applied math skills they’ll need to succeed in the real world.
  • Reentry Education Framework: /reentryed
    This framework highlights five critical components of an effective reentry system: program infrastructure, strategic partnerships, education services, transition processes, and sustainability.

    Open Educational Resources to Increase Teaching and Learning of STEM Subjects in Adult Education project aims to strengthen science, technology, engineering and math (STEM) instructional content and practice in adult education specifically through the use of widely available and free open educational resources (OERs).

    The Standards-in-Action (SIA) innovations are professional development methods and materials that support the implementation of content standards in adult education programs. 
  • STudent Achievement in Reading (STAR): /programs/studentachievementinreading
    STudent Achievement in Reading (STAR) is a reform initiative that helps state and local programs make systemic and instructional changes that improve reading achievement for intermediate-level adult learners in adult basic education classes.   
  • Teaching Excellence in Adult Literacy (TEAL): /programs/teal
    The Teaching Excellence in Adult Literacy (TEAL) Center improves the quality of adult education teaching through evidence-based instructional practices that promote student learning.

    Research indicates that teacher effectiveness determines student achievement and performance
