The Building Opportunities through Integrated English Literacy and Civics Education (Building Opportunities) project supports states and providers in implementing new program requirements under the Workforce Innovation and Opportunity Act (WIOA), Section 243, Integrated English Literacy and Civics Education (IELCE).

The project brings together state and local IELCE programs and provides tools and resources to:

  • Assist states and providers in understanding Section 243 IELCE activities and programs in accordance with WIOA and final regulations
  • Support implementation of IELCE, consistent with WIOA’s focus on integrated education and training (IET), data, connections to the workforce development system and career pathways
  • Provide coaching and other topical technical assistance to support good program design and to uphold compliance requirements
  • Convene the IELCE Professional Development Collaborative, a venue for peer-to-peer learning and sharing of IELCE promising practices and strategies


Building Opportunities provides stakeholders with access to WIOA compliance communications and other related materials from the U.S. Departments of Education and Labor for IELCE implementation efforts


Building Opportunities offers a freely available IELCE community of practice where stakeholders can communicate information, updates, and examples of promising implementation practices. Interested parties can join the Building Opportunities group through the LINCS Community website.
